A common sight here in Florida (therefore Southerners are disqualified from participating;-))):
What is the story behind this black box?

To catch a rat!
c'est pour pieger les petits alligators.
it is to trap the small alligators.
I would have to agree with Carol....but something tells me that's too easy.
hmmm
Is it some kind of monitoring device measuring soil temperature and humidity?
To catch slugs? Or to house some water or phone access?
i dont know what is that..but maybe someone left it from a truck while moving with his furnitures and treasures to an other home...
Someone throw it away and left it there no? because he/she was discovered by the police and has to remove all the proofs.. ;) So there is something very valuable!
LOL
To catch ants?
Does it cover up the controls of a sprinkler system?
Rats! You guys are very inventive this week;-)
Congratulations to Carol (and she's not even a Southerner, afaik)! This is indeed a tamperproof rodent bait station to catch mostly palm rats, which thrive in Florida (like the rest of us;-).
Thanks all for playing and next week's puzzle will be harder...
We had those same rat boxes in Chicago - where the rats were so big and fat they waddled down the alley instead of scampering. Isn't that a lovely thought? :)
