I'm usually the last one to post on your quiz, and even then, I don't know the answer! So here I am first and going to show my 'blondness' to the world. Oy Vey! It looks to me like some sort of solar panel. Is it used to turn on that little light above it when it comes dark?
Looks like a weather station, but maybe it's a filling station so people out and about with big digital SLRs can recharge their batteries. (I'm being a little unfair actually - DSLR batteries are pretty good in my experience - but what the heck)
I'd guess that oblong black panel is a solar panel too. That turns the light on above (I presume it's a light) but what's the box below with all those wires? Perhaps that turns on lights for the footpaths in the park or garden area. Yeah, that's it. Garden lights! ---- she said hopefully.
Maybe it turns on a watering system? Burglar alarm?
This one is easy, mostly because I have one in my closet to protect against monsters. It is an alligator detector. The solar panel is for power (gators are sneaky and know to bite through the electric wires) and when one comes along the light comes on and we can run away.
I think Linda teed off in the right direction. Isabella gave us a link to it with her use of words. That would be par for the course. A Masterly clue. I hope I'm right after typing all these italic codes, but maybe I've just bunkered myself, or dug a hole even

not very original, I will say a station weather and if I had taken illicit substances: I would say a lance to attack the alligators which have eat all Easter eggs ;O)
Just checking in...everybody is correct...and nobody is correct... Richard was right about the golfcourse location (quite funny, too!), it is solar powered, it does have an antenna, it does turn on the light...but what is it for?
One of the lesser-known golf cart manufacturers is Smingus Dingus. So modifying my earlier guess, I would say this is a solar-powered Smingus Dingus Charger!
I was going to say it is a cable TV junction box but you say it is something else. Is it a box to keep the sun shining always on Naples ? All your pictures are bright and sunny, looks like you have no nights over there.
I think it's solar powered and I was going to guess a weather station but with the golf connection I'm going to say that it's something to do with the automatic watering for the golf course. Angela
You were all so close…It is a Lightning Prediction System designed for parks and golf courses. The system senses impending strikes and activates a series of horns and strobe lights to warn those on the golf course to seek shelter.

My father-in-law would have appreciated this. He was struck by lightning while golfing -- THROUGH his golf partner, who died from the strike! Isn't that creepy?? :|
Naples, on the Gulf Coast of Florida - the only subtropical area in the contiguous United States.
Year-round sunshine, white sandy beaches, championship golf courses (and the most millionaires per square mile in the world!).
So come, take a dip, the water's temperature is a constant 74°F. But please, DO NOT FEED THE ALLIGATORS!!!

It seems to be at the end of a cul-de-sac so maybe it detects car-lights and turns the lights on so people can see to get out and walk up the path
To me it looks like a weather station. But the "handicapped" in your post makes me think it is on a golf course...

I have no idea. Everyone else guessed my best guesses. I suppose it could be a phone for George W. Bush who gets lost and needs to phone home.
