Looks like that is how the palm(?) sends out new shoots. Sure does look strange....

Games up. It's a screw pine and it's formal name is Pandanus utilis. Most of us call it pandanus. The female flower is a round cone and it never looks like a real flower, but it does produce the seeds. The flower that you have is the male flower. I wouldn't say anything more about it, but it looks healthy.

I was going to suggest an alien from outer space who got caught up in a pine tree on landing.
